Wida Yalaqi

Founder & Executive Director
Wida Yalaqi is the Founder and Executive Director of Afghanistan Capacity Development Educational Organisation (ACDEO). She founded ACDEO to promote women’s rights and their access to justice and information in Afghanistan. Wida has extensive experience in performance management, business process improvement, capacity building, and transformation management in a wide variety of national and international organisations. She specialises in designing and establishing NGOs as well as small and medium size businesses with a strong emphasis on empowering women. Wida was born in Afghanistan and completed her higher education in the United Kingdom.

She started her career as an audit officer with GlaxoSmithKline but moved back to Afghanistan in 2005 and successfully implemented numerous development programmes for international entities and the Government of Afghanistan.

Iqbal Sherzad

Country Representative

Iqbal Sherzad is highly qualified professional with an MBA and a Bachelor’s degree in Science and Finance, providing a strong academic foundation.  With over a decade of hands-on experience, he has make significant contributions to development, project management, humanitarian response, audit, and banking.

Iqbal’s leadership style is collaborative and people-centric, and he excels in leading teams to their full potential.  His passion is dedicated to improving the well-being of vulnerable communities and fostering sustainable development.

As the Country Representative of ACDEO, he is committed to spearheading projects that empower individuals and transform lives.  Iqbal envisions a future where ACDEO continues to make a significant impact, serving as catalyst for positive change while ensuring transparency and accountability in our operations.

Mohammad Zahir Rahimi

Operation Manager

Mr. Rahimi, holds a professional certificate in health support services.  With over 30 years of experience working in hard-to-reach areas of Afghanistan, he bring invaluable field coordination expertise.  Mr. Rahimi is well-versed in the cultural and social dynamic of Afghanistan, having supported humanitarian assistance project through Shuhada organization.  Among his major achievements is the establishment of ASHYANA orphanage in Ghazni, Daykundi, and Bamyan, funded by Shuhada organiztaion.

Latifa Yaqubi

Human Resource Manager

Latifa Yaqubi has been graduated from Bachelor of psychology, Kabul University, Kabul, Afghanistan in 2015 she has many working experiences with NGO and non-NGO. Working with BARACK Afghanistan as monitoring officer, with USAID Data Collection, with AKS as research officer and with ACDEO Communication Assistant, Senior Communication Adviser, HR officer and HR manager. She also got many training to improve her skill in the field of working like Research Methodology, Psycho-social Counseling, Telephone Counseling for Family Support Helpline, Social Research Program, Gender Academy Course and Peace Building Program.

Shafiullah Ahmadzai

Finance

Mr. Ahmadzai is a dedicated professional with a diverse educational background and extensive experience in finance and project management.  He holds a BA in Administration and Diplomacy and is a certified Project Management for Development Professional (PMD Pro).  Currently, he is pursuing an accountancy course through ACCA (Association of Chartered Certified Accountants).  

Shafiullah’s career includes significant contributions as the Finance Manager at MCA( Mercy Corps Afghanistan) from 2014 to 2022.  In this role, he demonstrated strong financial acumen and managerial skills, ensuring the organization’s fiscal health.

Ahmad Masood Rahimi

Government Liaison Manager

Mr. Rahimi serves as the Government Liaison Manager with ACDEO, bringing a wealth of experience and a strong educational background.  He holds a Bachelor of Arts in Finance and cortication in General Banking and Finance. Throughout his career, Mr. Rahimi has taken on key roles in immediate response projects and capacity building programs.  Since joining ACDEO, he has played a pivotal role in establishing and maintaining positive relationships with government officials, agencies, and partners.

In addition, Mr. Rahimi is responsible for managing administrative tasks related to the restriction imposed by the DFA on women’s organisations.

Shafiqa Rafi

Shafiqa Rafi, completed her primary education at Seyed Noor Mohammad Shah Mina School, followed by high school at Amneh Fadavi School, and obtained her bachelor’s degree from Kabul University’s Faculty of Education, specializing in Psychology. With 14 years of experience, she has been actively engaged in providing legal and psychological counseling services both in person and online, establishing herself as a successful psychologist. Throughout this period, Shafiqa has acquired essential experience and undergone impactful training. Motivated by her passion for the field, she is eager to continue her professional journey. As a member of ACDEO, she looks forward to making a meaningful impact on fellow citizens in need, leveraging her expertise and dedication.

Noorina Muhammmadi

With a professional background spanning seven years, she has gained extensive experience in management, legal consultancy, training, coordination, leadership, and engagement in research and advocacy projects. These initiatives were carried out in collaboration with both national and international organizations, funded by various international donors.

In terms of academic qualifications, she pursued studies in law and political science at Kabul University. Complementing my academic foundation, and have undertaken numerous training programs covering diverse areas such as law, project management, monitoring and evaluation (M&E), gender studies, peace-building, social research, psychosocial counseling, and leadership studies.

Her career path includes serving as a trainer and legal advisor for the Family Support Helpline 6464 (ACDEO), followed by a role as a Legal Case Officer at Action Aid Afghanistan International Organization. Currently, she is actively contributing as a trainer consultant and psychological counselor at Afghanistan Capacity Development & Education Organization (ACDEO).

Farida Lalee

Farida’s character is defined by her calm character and firm resilience, traits that underpin her professional accomplishments. Her academic journey commenced with a deliberate choice of a challenging path in law and political sciences, recognizing the inherent difficulty in its pursuit. Venturing into the realms of law and politics marked the initiation of her commitment to genuine service to others.

Upon attaining her bachelor’s degree and dedicating a year to postgraduate studies in criminology, Farida immersed herself in service at the Attorney General. The subsequent phase of her career unfolded through advocacy, with over seven years devoted to I.L.F., where she advanced in her chosen field.

Persisting in her dedication, she acquired licensure and pursued additional education in criminology, rejoining the Attorney General to contribute to its mission. Transitioning towards legal practice, she swiftly assumed leadership responsibilities for a small yet dedicated team. Her trajectory led her to ACDEO, where she sought opportunities for service and collaboration, solidifying her commitment to this chosen path.
