Dominic d’Angelo has been based full-time in Afghanistan since 2012. He has over 25 years’ experience working within and outside the UK with national and provincial government systems, civil society organizations and NGOs, as well as UN, multilateral and bilateral agencies and missions.
Dominic has significant experience of working in fragile and conflict-affected states, including roles in the UK, Iraq (including as Head of DFID Basra), India (managing large-scale multi-year rural and urban poverty reduction programmes) and Afghanistan (managing large-scale multi-year programmes in financial policy, taxation, agriculture and rural development, economic growth and humanitarian assistance).

In Afghanistan, Dominic has worked as an adviser at ministerial level in the Ministry of Rural Rehabilitation and Development, in the Office of the Senior Minister, in the State Ministry for Disaster Management and Humanitarian Affairs and at the Ministry of Interior Affairs. He also has significant experience in monitoring and evaluation, conducting due diligence assessments, strategic planning for different Afghan ministries and agencies, and among Afghan justice sector institutions.

Dr. Joji Tokeshi

Dr. Joji Tokeshi, was born and raised in Peru until 1982 when he went to Japan through a Japan’s Ministry of Education scholarship to pursue graduate studies in economics at Kyoto University, where he obtained his Doctorate degree. Dr. Tokeshi has more than 30 years of experience working with multilateral and bilateral agencies, non-governmental and civil society organizations for project planning, budgeting, implementation, and monitoring and evaluation in sectors like agriculture, rural development, natural resources management, integrated water resources management, food security and nutrition, infrastructure (energy and roads), environmental management, climate change, renewable energy, humanitarian aid and communities’ development, public financial management reform, rural finance, customs, and tourism.

After 10 years working as staff for Pacific Consultants International in Tokyo, Dr. Tokeshi worked 17 years for the Asian Development Bank, including 12 years as Country Director/Deputy Country Director in Afghanistan and Tajikistan. He managed strategically by monitoring of long-term goals and annual objectives for strategic multi-billion programs and investment porfolios, nurturing client relationships, and leading and participating in development partner coordination initiatives. He supported strategic country programming by formulating and implementing the Country Partnership Strategies, their monitoring, participating in all country and subregional cooperation programming related missions, undertaking policy dialogue with government and development partners, and analyzing relevant economic, development, and political events. He was also Country Director in Afghanistan for Cordaid, the largest NGO in The Netherlands, where he managed strategically a country portfolio of Euro19.0 million per year which promotes access to healthcare, security, and justice, and increase the economic resilience of vulnerable Afghans, with a strong focus on women and youth and lobby and advocacy.

Karim Merchant

Policy and Programme

Karim Merchant is a freelance consultant with over 20years’ experience in policy, programme and project development and management in the fields of community development, agriculture and livestock development, food security, pre and post conflict-sensitive rural development, peacebuilding and conflict mitigation, and humanitarian assistance. He works with national governments, United Nation and bilateral donor Agencies, and international and national NGOs, across Africa, Central and South Asia and the Middle East.
Karim has been most recently working on innovative implementation and monitoring mechanisms in highly insecure areas/conflict areas, renewable energy policy in conflict-affected contexts, knowledge management strategies and products, agriculture and livestock value chain development, increased credit access for rural SMEs policy and a review of several country strategies

Dr Sahar Jahed

Dr. Jahed is a physician based in the United States. She completed her medical internship training in primary care and is currently studying mental health research at Johns Hopkins Bloomberg School of Public Health. She serves as a public health and mental health advisor for ACDEO. Her goal is to improve the quality of ACDEO’s mental health services to meet the highest standard of care by integrating evidence-based research into clinical practice.”
